The Australian Sustainable Built Environment Council (ASBEC) welcomes the opportunity to provide input to the Australian Building Codes Board’s (ABCB) consultation on Modern Methods of Construction (MMC). We commend the ABCB for recognising the importance of MMC in delivering high-quality, cost-effective, and low-carbon buildings at scale. MMC is central to accelerating Australia’s transition to net zero while addressing critical challenges in productivity, housing supply, resilience, and workforce capacity.
MMC is already demonstrating significant benefits in Australia and globally, including:
- Productivity and efficiency: Offsite construction and prefabrication reduce project timelines, improve quality assurance, and minimise material waste.
- Sustainability: MMC enables precision manufacturing, optimised material use and integration of low-carbon materials, contributing to embodied carbon reduction and circular economy outcomes.
- Resilience and safety: Factory-controlled environments improve quality, consistency, and safety outcomes, supporting compliance with the National Construction Code (NCC).
- Housing supply and affordability: MMC can unlock faster delivery of high-performance housing, easing supply pressures and ensuring energy-efficient, climate-resilient homes for Australians.
