The Australian Sustainable Built Environment Council (ASBEC) welcomes the opportunity to provide feedback on the Victorian Government’s draft Adaptation Action Plans 2027–31.

ASBEC encourages the Victorian Government to place greater emphasis on adaptation measures that deliver multiple benefits. Improving the energy performance of buildings, accelerating efficient electrification, expanding urban greening and investing in resilient infrastructure can simultaneously reduce climate risk, lower emissions, improve energy affordability, strengthen grid resilience, enhance public health and support economic productivity.

Key Recommendations

ASBEC recommends that the Victorian Government:

1. Adopt a whole-of-government approach to climate adaptation
2. Recognise the built environment as an enabling system for climate resilience
3. Prioritise high-performing buildings and infrastructure as a foundation for climate resilience
4. Prioritise adaptation of Victoria’s existing buildings and infrastructure
5. Embed climate resilience into the policy and investment frameworks that shape the built environment
6. Strengthen industry capability and partnerships
7. Strengthen governance, consistency and accountability across the Adaptation Action Plans
8. Improve climate risk information, guidance and tools
9. Support equitable and place-based adaptation
10. Continue to advocate for nationally consistent reform
